P { margin-bottom: 0.08in; } Four crew members of sailing boats visiting the OceanView marina on the island of Samal, southeast of Mindanao in the Philippines have been abducted at gunpoint by an islamist group on September 21st, 2015. A ransom of 60 million US$ has been requested for the release of the hostages by the group responsible for the kidnapping. According to the latest video published by the kidnappers ten days ago, the ransom needs to be paid until April 8th 2106 to avoid any lethal harm to the hostages. After a few years of relative peace in the region comprising Mindanao, the Celebes Sea, the Sea of Sulu and Borneo, the activities of radical muslim groups seem to be picking up again. We urge any sailor who intends to sail in southern Mindanao and the area around it to think very hard about his/her own security and the security of the crew. The ransoms asked from foreign hostages is not only enormous, but the sanction for non payment is decapitation as it happened to an unfortunate Malaysian man in November 2015. His headless body was found in Sulu after the family could not met the ransom demands. The same fate happened to countless Filipinos recently as well. At this moment it is recommended to access the marina only through the east coast of Mindanao and avoid any navigation west of its position. Some very few boats still choose to sail directly to north Borneo (Kudat) and Palawan through the passage at Zamboanga or through one of the passages between the Sulu Islands. Apparently some boats have been able to secure some protection through the Coast Guards and the Navy in Zamboanga. The security at the marina itself has been improved after the attack of September 21st, but with time the dispositions have been loosened up and we consider the security as very poor at this time. Generally speaking, we do not recommend a stay at the OceanView marina and any sailing in the area at this time if you care about your general security. Due to the general political situation in the area, we recommend to stay clear of Mindanao. The marina itself is very clean and proposes excellent services compared to other places in the region (Philippines and Malaysia). The pontoons are well built and in very good shape. The basin is well protected from the weather. The dry storage area is well built with a concrete pavement. The hauling equipment in/out equipment and the cradles used for the storage of the boats are excellent. Maintenance and repair work can be done on polyester, wooden and steel hulls. Unfortunately, the manager of the yard has been kidnapped last September as well and any work is quite difficult at this time. A wall and guard towers have been built on the seawall after the September attack and a small army unit is still present on the compound. Its efficiency is nevertheless very questionable given their unprofessional behavior. To compound it all, the berthing prices have now been increased significantly to a point to make it non competitive in the area. Better choices are now to be found elsewhere like Borneo or Thailand and several boats have already left for this reason and due to the security situation.
